Microsoft appeals SCC order directing a large-load direct-connect cost policy
Rider T1 effective September 1; directed policy filing still due within 90 days
Microsoft filed a notice appealing the Commission's July 31 final order in Case PUR-2026-00056. That order approved an updated Rider T1 allocation and directed Dominion to propose a mandatory contribution-in-aid-of-construction policy for substations and lines needed to connect new or expanding large-load customers to the bulk transmission system.

The order remains the Commission's adopted direction while appellate review begins. The appeal could affect the prospective pathway for assigning direct-connect transmission costs to the customers that cause them; Microsoft's notice does not yet state its assignments of error.
HB 153 / SB 94 requires sound-focused site assessments for proposed high-energy-use facilities
Effective July 1, 2026
